What will the air quality impacts be? Could low emission trucks be used for this project?

The impacts from the dust and diesel pollution will be enormous. The County DEIR states that they will try to use trucks that meet the 2007 EPA standard for diesel even more recent EPA standards are more stringent. The County is concerned that a sufficient number of diesel trucks that meet the new standards will not be available, but a slower program of sediment removal will help resolve that problem with increasing pollution and negative health effects. The County DEIR admits they will not be able to meet the air quality standards nor to mitigate the air quality impacts so they will seek a exemption due of "overriding considerations."

The Ports of Los Angeles and Long Beach and other agencies are now reducing the use of diesel trucks and requiring low-emission vehicles, but the County has no plans to do so.
